More than a decade after the Supreme Court gutted a key provision of the Voting Rights Act, and just two years after it declined to unravel another piece of the law, the Supreme Court will convene on Wednesday to hear a legal battle over Louisiana’s congressional map that could reverberate throughout the nation.
