The first-ever Republican midterm convention continued on Thursday in Dallas, where President Trump promised a $5,000 payment to every American if Republicans keep control of Congress. He’s promoted similar payouts before, but hasn’t yet followed through. Ed O’Keefe has more from Dallas.
